I wonder where you get your ideas about how Americans decided on targets.  It
is insulting to say that Americans had no concern for civilians.  The British
bombed randomly at night single file, without precision.  Americans took
heavy casualties and opposition by insisting on daylight bombing with
precision possible in that period.  We aimed at specific factories, specfic
railheads, not tracks, specfic refineries.  We hit more than we missed,
because of weather, flak, and enemy fighters.  Certainly civilians in Germany
were killed. So were civilians killed in England from Hitler's buzz bombs.
