On Jan.26th 1932 Hitler held a speech. The German text is available at

There is a reference to blacks, though not specifically to American blacks.
A translation of the pertinent section:

As usual, at first Hitler spoke of the difficulties and the crises in
Germany and conjured up a scenario of a fall of the European master-races
which might lead to a situation where in the end a Negro might preside over
the sessions of the  "Völkerbund"

exception of the US which never joined).
