 I don't remember any one talking about the Black out which was imposed
 in London, and I suppose over the whole of the Country. throughout the War. 
The idea was that German aeroplanes would be able to navigate to their
targets if street lights, vehicle lights and any light spilling out from
windows were allowed after sunset.  The main effect was to greatly increase
road casualties, although traffic was reduced by restrictions, because when
the air raids did start, the Germans did not appear to have any
difficulties, even when there was no "bombers moon" in finding their way
about   There was a tremendous demand for blackout materials for use as as
curtains, together with the gummed strips of paper which criss crossed
windows, supposedly to hold the glass together in an explosion.  There was
also a great demand for No 4 torch batteries, though torches were frowned
upon by the hosts of "Little Hitlers" screaming "Put that Light out". Also
if you lit a cigarette.  I remember being choked off whilst on domestic
fire-watch in Leytonstone, during the fire raid on the city, when the flames
made it as light as day, and I lit a cigarette.

There were also restrictions on cycle lamps, which had to be painted so that
the light shone downwards.  About the only redeeming factor of Doodlebugs
and rockets, were that the authorities in some measure lifted blackout
restrictions, and searchlights were used to illuminate work of resue parties
in incidents caused by the weopons.
