The Cardassian Union has been in a state of decline since their war with the Federation on the side of the Dominion (the Dominion War) forty years ago. This decline has been in both their socio-economic standings as well as their technology level. To this day, the Cardassians target the Federation and the Dominion as the cause of their current troubles, often venting their anger on the more accessible Federation.

The Cardassian Union suffered even more at the hands of the Kem D'Neel, loosing upwards of 40% of their standing military forces. This led to the topple of the existing government and the formation of a more proactive ruling body. The result from whatever paradigm shift this new ruling body has produced has yet to be seen.

The Cardassian Union is ruled by a body of Legats, which, in turn, is ruled by a single appointed Legat (who's name, currently, has not been established). The typical rank for a Cardassian soldier in command of a starship is Gul.
