CURRENT INTELLIGENCE Shortly after the reintroduction of "Hugh" (a Borg drone that had gained individuality at the hands of Starfleet), the Borg Collective began to unravel leading to the Borg Queen being deposed and eventually killed (or so it was believed). The fledgling Borg immediately joined the Federation, hoping to learn more from their "saviors." Over the decades, the Borg Federation has grown slowly apart from the Federation. Though not officially independent, the Borg Federation is a separate power in practice, if not in word. Because of the distance involved and the control of travel exerted by the Borg, most of the Delta Quadrant races have joined forces with the Borg adding to their own Federation. For years the Borg Federation was still on good terms with the UFP, retaining their membership. On the other hand they remained as protective of their technology and space (the Borg Federation continued to utilize the advanced subspace network that was once the Collective for information exchange and force integration the likes of which the UFP couldn't hope to match) as the Collective once was - not wanting to be dominated over by the UFP. Over the years groups who wanted to return to rule under a Queen or in a Collective formed within the very heterogeneous society. One separatist group, known as the Neo-Collective, had slowly gained popularity amongst the Borg while raising fears amongst their member races in the Delta Quadrant. The leadership of the Borg Federation until early in 2415 was the Council of Equals, sometimes referred to as the Borg Council. Near the end of 2414 two major events occurred with the Borg. In the Gamma Quadrant the Borg Federation had struck an alliance with the Dominion, and in turn the Neo-Collective joined with the Sossetans. The two factions fought one another through these pawn races, until the Federation intervened. As a result the Founder's home world was decimated, the Neo-Collective's Queen died, and her temporary replacement was removed from the collective. The result of that event was the destruction of the Neo-Collective. Whilst this was occurring in the Gamma Quadrant another series of events were taking place in the Borg's home quadrant. A Kem D'Neel Enforcer was discovered by one faction of Borg living in a mini-Collective. This fraction assimilated the ship, creating a threat to both the Borg and the UFP that was ultimately halted by an intervention of the USS CENTURY that disabled the Borg Matrix as well as the Borg Collective, their means of intra-drone communications. The Borg have since then gone through a phase of transition and have recently invited the Federation for negotiations. The USS SUTTNER visited BORGUS and reached an agreement of humanitarian aid and limited scientific cooperation with the newly formed Borg Senate. Starfleet also agreed to extend its protection to some of the Borg's outer colonies, which, after the loss of the Matrix and the resulting decline in military might, the Borg are no longer able to defend. The Borg continue to implant their young at birth, striving toward the gestalt of organic and mechanical. Instead of a hive-like purpose which once drove the Collective, that thought now runs through the Borg populace as more of a religion than anything else. The Borg (and the UFP for that matter) continue to use Transwarp Conduits to move from the Alpha and Beta Quadrants to the Delta Quadrant, a technology which still remains under their exclusive control. The typical rank that commands a Borg Vessel is Director. Junior Consul Tomas Alexei Vukovic, based on Gateway Station, serves as the Federation liason for the Borg Senate. It was he that first informed the Federation that the Borg may once again be looking to resume their expansion into the Gamma Quadrant. That we are finally seeing a rescurrection of the Borg to the power it once had remains to be seen.
