With the production run of the Hornet class complete, Starfleet found that more transport vessels were needed. Especially those equipped to defend themselves better than current designs. Panivco was designed to carry a moderate sized torpedo payload while still having impressive phaser firepower, and was designed to incorporate the newest shielding technologies. These ships were designed to have the ability to enter a combat area and deliver its cargo while defending itself from enemy attack. Unlike the Prescott class Tug, which can only hold one container at a time, and the Hornet class transport which can tow two, the PaniVco can hold four containers. While normal operations have the Panivco holding even numbers of containers, The mag-lock plate is adjustable to hold a single container if needed.
