| GENERAL NOTES With political tensions running high throughout the quadrant, a war on multiple fronts with the dDominion, and resources of equipment and manpower stretched as thin as possible, Starfleet was forced to think 'outside of the box' so to speak to keep fleet deployment numbers up. Needed was a Heavily armed starship in the cruiser weight that could be built rapidly, operate with a minimal of crew, and have a maximum payload. None of the current classes fit the need, and starships were being destroyed faster than they could be buit by overtaxed Federation Shipyards. It was for this reason that the Federation Council sent an envoy to the Pnarran Empire to seek their assistance in this matter. For years Pnarrans had been purchasing older Federation ships and overhauling them for modern use. Recently a Federation War Destroyer was refitted using Pnarran inginuity to much success, returning a century plus year old starship to front line status once again. With this in mind, the Federation envoy requested, if they were willing, to put their own shipyards into war time construction levels, and develop a new ship using their existing frameworks. Thus birthed the legacy. Aptly named due to its obvious shared designed with the Famed constitution class, legacy met all requirements set before them, and could be built at a rate of 5-10 ships per year.
