Charles Konicki is an enigma, a man born from an undescript past. His ability to plan and execute intelligence operations were second-to-none. His goal as Commander, Starfleet Intelligence is to bring that division of Starfleet up from the disgrace it has fallen into during the past decade. Even before assuming the post, Konicki worked behind the scenes as Special Investigator to the Federation Council, ferreting out those who would undermine Starfleet Intelligence's technology. Many called it a witch hunt, but when Konicki took over a year later, the division had never been so tightly organized and accurate in its reports.

Charles Konicki began as an operative for the Martian Intelligence Agency. But as all local intelligence communities, the human had plenty of contact with Starfleet Intelligence. It was through undisclosed contacts and personal intelligence gathering that he determined the extent to which Starfleet Intelligence had begun to rot.

Eager to change this, the young human joined Starfleet and began working with the Xenotechnology Acquisition Division, under then- Commander Ann Shelegey. There he gained the eye of many in the Admiralty, but more importantly, those in the civilian government of the Federation. It was these contacts that allowed a quick rise to power within the organization, and his eventual appointment as Special Investigator to the Federation Council itself.

When offered the position of Chief of Intelligence, Konicki snapped it up, ready to shape the shambled and mismanaged organization into best intelligence gathering agency of all time.
